History

After many years working in government agencies and co-founding the nation’s largest provider of off-duty officers for the private sector, Sherry Rowley identified a specific need facing law enforcement agencies across the country: agencies needed an organizational partner to provide administrative support, exceptional technology, and liability protection for officers working off-duty jobs.

Sherry’s unique experience in governmental agencies and off-duty administration led to the creation of Off Duty Management. In 2016, Off Duty Management began with our unique business model: providing the maximum level of service and protection to law enforcement agencies at absolutely no cost. From the start, Off Duty Management has saved our agency partners up to 85% of the resources previously used to administer extra jobs and has protected officers with the highest liability coverage limits possible. Since that time, Off Duty Management has grown to serve agencies across the country, many of whom are the largest agencies using a third-party provider.

In 2021, Off Duty Management’s alliance with the law enforcement sector was further strengthened when retired Chief of Austin (TX) Police, Brian Manley, chose to join the team as company president. With a firm foundation being Built By Officers For Officers, Brian’s experience and leadership has driven the company to new levels of service and commitment to protecting officers and agencies at no cost.

In addition to our company’s services and initiatives, we strive to protect and support agencies, officers, and deputies in everything we do. We utilize our industry connections and social media network to increase awareness for fallen officers, encourage private donations, and maintain a supportive partnership with the National Law Enforcement Officer Memorial Fund (NLEOMF).  

The wellness and resiliency of our police community is another significant endeavor for our team. President, Brian Manley, continues his career-long advocacy for officer health and wellness as the creator and host of the “Officer Wellness with Brian Manley” podcast. Every month the show features an insightful and informative conversation with an expert from the world of law enforcement, who sheds light on key aspects of officer resiliency and provides agency leaders with guidance and support.

As a WBENC-certified woman-owned business, Off Duty Management supports diversity, equity, and inclusion within our organization and throughout the law enforcement community. We reinforce these important objectives through equitable internal hiring policies which support a wide range of social and ethnic backgrounds. We also promote DEI initiatives through sponsorships and support of organizations like the National Association of Women Law Enforcement Executives (NAWLEE), the CPCA Women Leaders in Law Enforcement (WLLE), and the National Organization of Black Law Enforcement (NOBLE). 

At our home office located in Katy, Texas, our team actively supports local law enforcement agencies by engaging in donations and community events such as Blue Santa, Run for the Badge, Law Enforcement Appreciation Day, Thank An Officer Day, and more.
