Sherry Rowley has had 20 years of operational and financial systems experience focused in the off-duty industry and 10+ years of law enforcement, legal administrative, and operations experience including risk management. Sherry leads efforts regarding ideation, strategic planning, and implementation of new and long-term business engagements. Prior to co-founding Off Duty Management, Sherry was the Co-Founder and President of Off Duty Services, the nation’s largest supplier of off-duty officers to the private sector. Prior to Off Duty Services, Sherry held several key administrative positions at a local law enforcement agency and district attorney’s office.

30+ Years in Law Enforcement, Retired Chief of Police, Austin, TX
Brian Manley served in the Austin, Texas Police Department for 30 years, with his last four as Chief of Police. Manley worked in many areas of the Department and led over 1,900 sworn law enforcement officers. In 2019, Chief Manley was recognized by Fortune magazine as one of the 50 “World’s Greatest Leaders.”
Manley earned a BBA from the University of Texas and, an MS in Organizational Leadership and Ethics from St. Edward’s University, He is also a graduate of the Major Cities Chiefs Association Police Executive Leadership Institute and taught as an adjunct professor at St. Edward’s University Criminal Justice program. He has presented at CALEA and is a published contributor in the FBINAA: The Associate magazine and the Police1 newsletter.
Brian also produces a monthly podcast, Officer Wellness with Brian Manley, to continue his mission of serving and protecting officers.

Byron has over 20 years of experience in strategic planning, organizing, directing, and controlling company financials, with 15+ years in the Consumer Product Goods industry. Prior to joining Off Duty Management, Byron played an instrumental role in supporting successful companies with financial management, accounting and controllership, internal audits, operational and commercial support, project management, and more. Byron received his associate’s degree in Accounting from Northeastern Oklahoma A&M and his bachelor’s degree in Finance from Pittsburg State University.

Greg Doran has 20+ years of managing off-duty police programs for large corporations and 15+ years of engineering custom service solutions for law enforcement agencies. Prior to joining Off Duty Management, Greg had a successful corporate retail and consulting career in various senior leadership roles that included: Sales, Service, Operations, People/Organizational Development, and Marketing. Greg has served as an advisory board member and chairperson for several organizations including the Orange Bowl and March of Dimes. Greg attended Cal State Fullerton, completing studies in International Business and Entrepreneurship.

20+ Years of Experience Leading & Managing Teams in IT
Ed Luzcando is a senior IT leader with 20+ years of experience managing teams to deliver technology strategies and solutions across Telecommunications, Energy, Healthcare, Logistics, Manufacturing, and Education. With a strong background in software engineering and enterprise architecture, he has designed, developed, and operated large-scale IT systems in regulated industries requiring high availability, reliability, and cybersecurity for critical U.S. infrastructure. He holds a Master’s in Information Management Systems from Harvard Extension School, a Master’s in Human-Computer Interaction from Indiana University, and a Bachelor’s in Electrical Engineering from Marquette University—graduating with honors from all three and earning recognition in the Math and Electrical Engineering honor societies.

Prior to joining Off Duty Management, Rex had a successful 30-year career in law enforcement holding supervisor, command, and executive-level positions in state and federal government. Rex served in the United States Army where he was assigned to various law enforcement positions. Rex is a graduate of East Tennessee State University and holds a master’s degree from Liberty University. Rex is a graduate of the University of Virginia National Criminal Justice Command College.

Chuck’s extensive experience encompasses numerous successes in project management which include the oversight of operations, logistics, procurement, and supply chain warehouses in high-volume metro markets. Chuck has been a leader in strategic planning and collaboration across the company divisions to execute projects including large-scale special event coordination and scheduling. In addition, his strong communication skills allow him to successfully lead change effectively within an organization. He attended the University of Houston and has a Bachelor of Business Administration degree.

Becky has over 25 years of experience in marketing and operations. She utilizes that experience to promote Off Duty Management’s no-cost solution and provides law enforcement officers with informative materials about the rising liability risks within the off-duty industry. Becky has considerable experience working with premier non-profit agencies, developing national partnerships, and leading and organizing community engagement events. Becky holds a Bachelor of Business Administration degree from Texas A&M University.

Shaheen has over 10 years of experience in human resources and recruiting industry and holds an MBA degree with an emphasis in Human Resources. Shaheen utilizes her broad experience to ensure Off Duty Management hires a diverse group of people who are highly reputable and who support our law enforcement community. She has recruited and worked directly with a team of more than 100 law enforcement liaisons, most liaisons sustaining over 30 years of experience in law enforcement.

Matt Carter serves as the Product Manager for OfficerTRAK®, bringing a unique blend of technical expertise and real-world law enforcement experience to the development and optimization of Off Duty Management's secondary employment platform. A retired officer from the Fort Bend County Sheriff’s Office, Matt understands firsthand the operational challenges faced by public safety agencies when managing off-duty employment. His law enforcement background allows him to design and refine system features that directly address the needs of officers, administrators, and secondary employers.

Tina Hendrixson has spent over 25 years leading award-winning sales organizations for large corporations. Prior to joining Off Duty Management, she worked at Procter and Gamble for 21 years as an Account Executive working with large mass merchandisers/grocery chains and leading many Sales teams across various sectors including Health, Beauty, and Dental on the West Coast and Hawaii. Additionally, Tina worked for 8 years at a private specialty laboratory in Houston where she served in several Director roles in both Business Development and Operations. Tina attended U.C. Haley brings over 16 years of customer service expertise across a variety of industries, along with more than a decade of experience in training and development. Prior to joining Off Duty Management, she held key roles in human resources, operations, and implementation, where she specialized in onboarding, schedule writing, and fostering interdepartmental collaboration in fast-paced, employee-focused environments. She is known for identifying innovative, cost-effective solutions to meet evolving business needs and drive operational efficiency. Haley earned a Bachelor of Science degree from Texas A&M University.

Kristy is an accomplished accounting professional with over 15 years of progressive experience leading financial operations, developing high-performing teams, and driving strategic initiatives across diverse industries. Prior to joining Off Duty Management, she played a key role in overseeing month-end close processes, cash flow management, budgeting, audit preparation, and multi-entity reconciliations. Kristy is recognized for her ability to implement operational improvements, ensure regulatory compliance, and foster cross-functional collaboration—all while maintaining a strong commitment to customer service. She holds a Bachelor of Business Administration degree from the University of Houston.

Prior to retiring, Eric had a successful 30-year career in law enforcement holding all ranks from Officer up to and including Deputy Chief position at the Roanoke, VA Police Department. Eric is a versatile, innovative leader with years of experience in daily police duties, tactical operations, budget, and police training. He graduated from the FBI National Academy Session #280. Eric maintains current in his leadership training including National Criminal Justice Command College session #8 (University of Virginia), Professional Executive Leadership Session #32 (University of Richmond), FBI LEEDA Command Leadership Institute, and Drug Unit Commander School to name a few. Eric is also a proud veteran who served five years in the United States Army Military Police.

John Neal served the Ridgeland Police Department for over 30 years, with 7 of those years as Chief of Police. He graduated FBINA #235, and has worked in all aspects of law enforcement, including collaborations with the Department of Public Safety and a school safety task force. He’s accustomed to making positive changes in the community and continues this purpose with Off Duty Management.

Prior to joining Off Duty Management, Jeff had a successful 30+ year career in law enforcement holding supervisor and command level positions in University, Municipal, and County agencies. Jeff holds a Master Police Officer Certificate and is a graduate of the University of Louisville’s Southern Police Institute (112 AOC). He also served in law enforcement for over 32 years as a Police Officer, Detective, Det. Sergeant, Patrol and Detective Lieutenant, and Operations Supervisor with the University of Texas System Police in Galveston, TX, Webster Texas Police Department, and Fort Bend County Sheriff’s Office in Richmond, TX.

Throughout his 29-year career in law enforcement, Rick Taylor served in every division and at all levels of his agency. He eventually retired as the Assistant Chief of Police. Taylor is a versatile and innovative leader with a wealth of experience in SWAT operations and community policing units. He graduated from the FBI National Academy Session #261 and holds a master’s degree in public administration from Troy University. Additionally, he served as a Military Police Officer in the Florida Army National Guard.

Karen Killpack is an accomplished business development professional bringing 13+ years of progressive career history leveraging law enforcement industry trends to shape consultative approaches, customize valuable solutions, and build key partnerships to support law enforcement agencies. Karen was most recently the Director of Corporate Relations for the National Sheriffs Association for 7 years and the Manager of Strategic Partnerships with FBI National Academy Associates Charitable Foundation prior to that. Karen has a Bachelor of Science in Sociology and Criminology from the University of Utah.

Jason Browning began his career as a reserve police officer while still in college. As a full-time officer, Jason became an instructor for Use of Force and taught drug trafficking and drug recognition at the California Highway Patrol Academy. During his four years serving Sacramento Valley’s High-Intensity Drug Trafficking Area (HIDTA), he came to appreciate the value of leveraging technologies in law enforcement. As Jason rose through the ranks in Folsom, he worked or led every division of the department and led technology initiatives for community outreach, connected cities, and UAS. He graduated from the FBI National Academy Session #276 and holds a master’s degree from the University of San Diego’s LEPSL program.

Kathy Vargas has over 28 years of law enforcement experience and recently retired as a Captain from the Virginia Beach Sheriff’s Office, where she was the Director of Training. She holds a Bachelor’s in Criminal Justice from St. Leo University and a Master’s in Law Enforcement & Public Safety Leadership from the University of San Diego. Kathy is also a graduate of the FBI National Academy (FBINA #271) and the National Criminal Justice Command College. Kathy has developed leadership courses and served as a Peer Support Coordinator. Certified in emotional intelligence, she incorporated these principles into her training programs. Kathy is also a dedicated community volunteer, actively participating in Virginia Special Olympic events. Her expertise and commitment to officer wellness make her a respected leader in her field.

With over 15 years of leadership experience in retail, logistics, and operations, Bobby Miller currently serves as an Implementation Manager at Off Duty Management, where he specializes in onboarding, and training new agency partners. Prior to this role, he held key management positions at Total Wine & More, Sam's Club, and Walmart Distribution Center, consistently driving performance through team leadership, compliance oversight, and organized retail crime prevention. His career reflects a deep commitment to operational excellence, cross-functional collaboration, and customer-focused solutions. A graduate of Texas State University with a degree in Applied Arts and Sciences, Bobby brings a versatile skill set and a results-driven mindset to every challenge.

With a strong foundation in operations technology, Colby has held pivotal roles including Senior Operations Technology Specialist and Coordinator, driving innovation and optimizing infrastructure using platforms like Hubspot, Five9, JIRA, and Freshdesk. His experience spans logistics coordination at FEMA sites, digital operations at Walmart, and asset protection leadership across high-volume retail environments. Colby is a graduate of Lone Star College with an Associate of Arts in Business Administration.

Billie Taylor is an Implementation Manager at Off Duty Management where she leads onboarding for law enforcement partners. She brings over two decades of law enforcement leadership and training expertise to the role. As a former Lieutenant with the Lakeland Police Department, Billie spent 22 years overseeing critical operations, project management, and recruitment initiatives. Since 2020, Billie has also served as a Contract Instructor with Command Presence Training, delivering high-impact instruction focused on officer development and readiness. Billie holds a Master of Science in Legal Studies from Saint Leo University and completed the Administrative Officers Course at the University of Louisville’s Southern Police Institute.

Ed Virgen was a seasoned operations and training leader with over 25 years of distinguished service in the United States Navy, culminating in his promotion to Chief Warrant Officer. Renowned for his natural leadership and consistent excellence, Ed held key roles including Training Operations Manager, Master Training Specialist, and Operations Manager, where he led high-impact teams, managed multimillion-dollar assets, and drove mission-critical initiatives. He oversaw the instruction of over 317 students, guided career development for more than 90 personnel, and served as both Financial and Morale Counselor, reflecting his deep commitment to holistic team support. His collaborative work with Lockheed Martin on advanced weapon system training tools highlights his technical acumen and strategic foresight.

Her entrepreneurial background as the owner of Lisa’s CakeJoy further showcases her expertise in marketing, budgeting, and workflow innovation. Lisa is adept at identifying training gaps, building talent pipelines, and interpreting operational metrics to align teams with company goals. She holds a B.A. in Criminal Justice from The University of Texas at El Paso.
